The Bloomington Monroe County Metropolitan Planning Organization (BMCMPO) is a regional planning organization, or Metropolitan Planning Organization (MPO), that serves the urbanized area of Monroe County. The BMCMPO is one of fourteen regional planning organizations in the state of Indiana. Metropolitan Planning Organizations (MPOs) were created by Congress in 1962 through the Federal Aid Highway Act, a legislation that focused on planning for urban areas, rather than cities. MPOs are required in every urbanized area as a condition for receiving annual funding allocations from the Federal Highway Administration and the Federal Transit Administration. The BMCMPO plans for, programs federal funding for, and supports multi-modal transportation efforts within the BMCMPO Metropolitan Planning Area (MPA), which includes the developed area encompassed by the urbanized area boundary (UAB) and the areas that are expected to urbanize over the next 20 years. The BMCMPO's jurisdiction includes the City of Bloomington, the Town of Ellettsville and parts of Monroe County. The City of Bloomington Plan Commission was designated as the MPO for the Bloomington Urbanized Area by Governor Robert Orr in 1982.

INDOT Multimodal Freight and Mobility Plan - INDOT is updating its Multimodal Freight and Mobility Plan. Take the survey through August 12 to share feedback on plan goals and objectives and Preferred Freight Corridors (PFCs). 

UPWP - The UPWP (FY 2026 update) was approved by the BMCMPO Policy Committee on April 11th 2025. The document took effect on July 1, 2025.

MTP - The 2050 MTP was adopted by the BMCMPO Policy Committee on February 14th, 2025. The document is pending federal and state review and approval. 

TIP - The FY 2026-2030 TIP was adopted by the BMCMPO Policy Committee on March 14th, 2025. The document is pending federal and state review and approval. 

STIP - INDOT is in the process of updating the STIP, which is Indiana’s five-year planning and construction document listing transportation projects expected to be funded within the next five years using federal funding in addition to regionally significant state funded projects. Local projects included in the BMCMPO TIP are included in the STIP by reference. An open house took place at City Hall in Bloomington, IN on April 30, 2025 to share information with and gather feedback from the community about the draft 2026-2030 STIP document. While the public comment period for this document closed in mid-May, any member of the public may submit comments and concerns to INDOT year-round at INDOT4U.com.
